Development of the health security management system: Instituto Tecnológico de Ciudad Juarez

Abstract

This article describes the process and explains in detail the steps and actions taken to develop a diagnostic tool and, based on its application, the design of a Sanitation Safety Management System (SGSS). The objective of this SGSS was to guide, organize and direct the quality assurance and improvement processes aimed at achieving the safe and effective application of sanitization procedures that complied with the protocols established in the guidelines set forth by the Ministry of Health in the COVID 19 sanitary contingency. The method was based on the solution of a diagnostic tool "Tool Box" that sought to support SGSS users in quality management through the transformation of the organization based on learning and continuous improvement. The aim was to improve quality and move forward in the search for health safety, teamwork, process-based management and relevant information to support decisions that will allow a gradual and safe economic recovery. The main results in this first pilot phase of the SGSS were the following: it was applied in seventeen different companies in Sonora, Mexico, it can be observed that only two of these companies exceeded the 75% considered as minimum to maintain their operations without health risk, so it is recommended to involve, train and raise awareness of all staff in various areas of the organizations; with the purpose of to improve the processes contemplated in this system.
